Wednesday, July 20th, with an introduction by the minister of Chilean National Defense Andrés Allamand, the VII Sub-Regional Defense Coferense 2011 began, organized by the Hemispheric Center of Defense Studies and sponsored by the National Ministry of Defense and Anepe. This meeting, called “The New Security Environment, New Defense Alternatives: Responding to the Challenges of the IX Ministers of Defense of the Americas Conference,” gathered more than 300 governmental and non-governmental experts representing more than 14 Latin American countries intending to make a complete analysis of the current situation of the western Hemisphere in areas important to its inhabitants such as narcotrafficking, youth gangs, transnational crime, and guerrilla warfare, and their respective potential solutions, through a restructuring or the inter-institutional coordination between the state agencies governing these areas. This conference focused on three main problems: Promoting peace, confidence, security and cooperation in the Americas; democracy, armed forces, security and society, and cooperation in regional security and natural disasters. The event was also attended by the ex-president of Columbia, Álvaro Uribe Vélez, who spoke about the new security environment and new defense alternatives. As part of his presentation, Uribe detailed the enormous wealth of the Latin American people and also mentioned the great social gaps that must be closed to create these democracies.
